Tenant Application (White Form Applicants)

The application period will commence in September 2026, with a quota of 3,000 for White Form applicants (based on the number of successfully signed tenancy agreements). HKHS will update the quota usage on this designated website of the Scheme in a timely manner.

  1. The Applicant must attain the age of 18, and must have lived in Hong Kong for at least seven years on the date of application. The residence in Hong Kong of the Applicant and/or any person(s) listed on the application form (if any) (hereinafter referred to as “Family Member(s)”) is/are not subject to any conditions of stay (except the condition concerning the limit of stay). In connection with the right to land in Hong Kong, any person who has the right to land but is subject to certain conditions of stay (except for conditions concerning the limit of stay) will not be treated as a person having the right to land in Hong Kong. Any person(s) who is/are not granted the right to land in Hong Kong cannot be included in the application form.
  2. 1-Person Applicants include: (1) unmarried person, (2) divorcee (have obtained Court Order of Divorce), (3) widow/widower, and (4) married person whose spouse does not have the right to land in Hong Kong.
  3. For Family Applicants (2-Person or above Family Applicant), all persons listed on the application form (including the Applicant and Family Member(s)) must be directly related members. Directly related members mean (1) the spouse of the applicant (valid Marriage Certificate issued on or before the date of application must be produced), (2) natural child(ren) or step child(ren) or legally adopted child(ren) of the Applicant or his/her spouse, parent(s), grandparent(s) and siblings of the Applicant.
  4.  For all married persons (except the married persons mentioned in 2. (4) above) listed on the application form, their spouse(s) and child(ren) who is/are under 18 years old must also be listed on the application form, unless the relevant Death Certificate(s) of spouse(s) or divorce documents or valid proof of legal custody of child(ren) can be produced. 
  5. The total monthly household income and the total net household asset value (including inside and outside Hong Kong) of the Applicant and/or Family Member(s) must comply with the prevailing total monthly household income and the total net household asset value limits of Sale of Home Ownership Scheme Flats (hereinafter referred to as “HOS”) announced by HA. The limits will be printed on notification documents to the Applicant for record. The corresponding total monthly household income and total net household asset value limits of HOS 2025 are as follows, for reference only:

  6.  From the date of application submission to the date of issuance of the Tenant Certificate (White Form), the Applicant and/or Family Member(s) must comply with eligibility criteria (including but not limited to the total monthly household income, the total net household asset value and family status) of the application.  In addition, the Applicant and/or Family Member(s), during the period from 24 months preceding the date of application and up to the date of issuance of the Tenant Certificate (White Form), must not own directly or indirectly or in any manner any domestic property in Hong Kong. Those who are found ineligible will have their applications cancelled immediately, and the application fee, once paid, is non-refundable and non-transferable. 
  7.  For unmarried applicants applying with illegitimate child(ren) under the age of 18, the mother is required to submit a declaration for the arrangement for the custody of child(ren); while the father is required to submit a copy of the court order for the custody of child(ren) (issued on or before the submission date of application). 
  8.  If the Applicant makes the application jointly with his/her sibling who is under 18 years old, their parents or guardian(s) shall also be listed on the application form. For divorced parents or guardians, they must have the custody of the family member under 18 years old as granted by the court (issued on or before the submission date of application). For joint custody order, the said parents/guardian(s) shall have the physical care and control of the underaged member. 
  9.  The Applicant may only apply with grandparent(s) if both his/her parents had passed away or do not have the right to land in Hong Kong and supporting documents must be produced. 
  10. The Applicant may only apply with grandchild(ren) if both the grandchild(ren)’s parents had passed away or do not have the right to land in Hong Kong and supporting documents must be produced. 
  11. If a female 1-Person Applicant has been pregnant for 16 weeks or above on the submission date of application, the unborn child will be counted as a member of the household provided that a valid medical certificate specifying the expected date of delivery shall be produced. 
  12. No member of the family and the Applicant has received housing subsidies described in paragraph 2 of the Application Guide. 
  13. Should PRH applicants also apply for the Scheme, their traditional PRH applications will not be affected during the application period of the Scheme.
  14. If the Applicant and/or his/her Family Members have, during the period of applying for the Tenant Certificate (White Form), entered into any agreement (including any provisional agreement) for the purchase of any domestic property in Hong Kong, the application under the Scheme will be cancelled immediately, and the application fee, once paid, is non-refundable and non-transferable. If the agreement to purchase the relevant flat has subsequently been cancelled, he/she/they has/have to re-submit the application form of the Scheme and pay the application fee. 
  15. If the Applicant and/or Family Member(s) listed on the application form are owners of flats under any subsidised housing schemes or their spouses, or are tenants of traditional PRH flats under HA or Rental Estate units under the HKHS or their spouses, they are not eligible to apply for the Scheme.

Persons who are interested in applying for "Tenant Certificate" shall first read the Application Guide applicable to prospectvie Tenants carefully and submit the application in one of the following manners :

1.  Online Application

Submit online application and pay the application fee of HK$400 online at the designated website : www.lettingtenantorphkhs.com. If the online application is successful, applicants do not have to submit the hard copies of application form by post or by hand again; otherwise it would be deemed as duplicate application and HKHS reserves the right to cancel all relevant applications; or 

2.  By Mail or In Person

Complete application form in block letters (and in Chinese if applicable) with black or blue ball, and submit the completed application form together with an application fee of HK$400 [paid in the form of crossed cheque or cashier's order payable to “HONG KONG HOUSING SOCIETY”. Please write the applicant’s name and telephone number at the back of the cheque or cashier's order). Cash, post-dated cheque or electronic cheque will not be accepted, and all applications with dishonored cheque/cashier's order or without cheque/cashier's order will be cancelled].

(a)  By mail to Hong Kong Housing Society, G.P.O. Box No. 8600, Hong Kong. Please indicate (“Letting Scheme for Subsidised Sale Developments with Premium Unpaid” – White Form Tenant Application) on the cover of the envelope. If the application form cannot be delivered to HKHS due to insufficient postage, the application will not be processed; or

(b)  By returning in person to Applications Section of HKHS (G/F, Dragon Centre, 23 Wun Sha Street, Tai Hang, Hong Kong) (Office hours: 8:30 a.m. to 12:30 p.m. and 1:30 p.m. to 5:30 p.m. from Mondays to Fridays, excluding Saturdays, Sundays and Public Holidays).
